Introduction to Adult Day Services & Licensing orients new direct-contact staff, volunteers, and subcontractors to adult day services and the standards that govern them. Adult day services centers provide supervised, community-based daytime care and activities for adults — many of them older or living with disabilities — supporting their health, safety, and independence while giving family caregivers respite. Adult day services centers are licensed in Minnesota under Minnesota Rules, parts 9555.9600 to 9555.9730 (Rule 223), authorized by Chapter 245A. This course explains what adult day services are and who they serve, the licensing framework — including the DHS licensing pause in effect Feb. 1, 2026 through Jan. 31, 2028 and today's program-integrity environment — staff and volunteer requirements including background studies, the 20-hour orientation (4 hours supervised) and 8-hour annual in-service requirements, staffing ratios, the plan of care and required daily services, medication assistance limits, and the foundations of safe, person-centered care with honest documentation.
