Introduction to Foster Care & Licensing orients foster parents, agency staff, and treatment foster care providers to foster care in Minnesota and the standards that govern it. Foster care provides safe, nurturing, temporary homes for children and youth who can't safely live with their families, with the goals of safety, permanency, and wellbeing. Child foster care is licensed in Minnesota under Minnesota Rules, parts 2960.3000 to 2960.3340 (Rule 2960), under the Human Services Licensing Act framework. This course explains what foster care and treatment foster care are, the licensing framework, the roles of foster parents and the team, training requirements including orientation and annual in-service, and the foundational goals of permanency and wellbeing.
