Client Rights, Confidentiality & Data Privacy covers two pillars of ethical behavioral health work: the rights every client holds, and the strict laws protecting their private information. Mental health and substance use information is among the most sensitive data there is, and clients trust you to guard it. This course covers client rights under Chapter 245I, confidentiality and the laws that govern it (HIPAA, the Minnesota Health Records Act, the Government Data Practices Act, and 42 CFR Part 2 for substance use information), when information can be shared, releases of information, mandatory exceptions, and everyday privacy practices. Confidentiality is a required 245I training topic. The throughline: clients have rights and their information is protected by law. Honoring both isn't just compliance — it's the trust that makes treatment possible.
