What is CFSS and Who Needs Training?

Community First Services and Supports (CFSS) is Minnesota's program that replaced Consumer Directed Community Supports (CDCS), governed by Minn. Stat. §256B.85. CFSS helps people with disabilities and older adults direct their own home care services, choosing between an agency-provider model and a self-directed budget model.

CFSS support workers must be trained on program requirements before delivering services. Minnesota DHS expects CFSS providers to ensure workers understand their role, documentation obligations, fraud prevention requirements, and how to support participants in directing their own care.

CareCertify's CFSS Worker and Steps for Success course delivers this foundational training online — no classroom scheduling required, no minimum group size.

Common Questions

CFSS Training FAQ

Answers to the questions Minnesota CFSS providers ask most.

Community First Services and Supports (CFSS) is a Minnesota Medicaid program under §256B.85 that allows people with disabilities and older adults to direct their own home care services. Unlike PCA (Personal Care Assistance under §256B.0659), CFSS offers both an agency-provider model and a budget model where participants can hire and manage their own support workers. CFSS replaced the former CDCS program and has distinct billing, documentation, and worker qualification requirements.
Yes. Minnesota DHS expects CFSS providers and budget model employers to ensure support workers understand program requirements before delivering services. This includes knowledge of the CFSS program framework, documentation and EVV requirements, fraud prevention obligations, and the worker's role in supporting participant self-direction. CareCertify's CFSS Worker and Steps for Success course satisfies this foundational training requirement.
Yes. CFSS and 245D are separate programs with different licensing and training frameworks. Workers providing CFSS services need CFSS-specific training, while workers in 245D-licensed programs need orientation and annual training under Minn. Stat. §245D.09. CareCertify's catalog covers both, so agencies with multiple program types can train all staff in one place. See our 245D Training Minnesota page for 245D requirements.
The CFSS budget model allows participants (called "budget model employers") to hire, train, schedule, and supervise their own support workers directly, rather than using a licensed agency. Budget model employers receive a service budget from DHS and use a Financial Management Services (FMS) provider to handle payroll and compliance. Support workers hired under the budget model must still meet CFSS worker qualifications and training expectations under §256B.85.
