What is Required for 245D Training in Minnesota?

Minnesota Statutes Chapter 245D governs Home and Community-Based Services (HCBS) licensed by the Department of Human Services. Every 245D license holder is required to ensure all direct support staff complete orientation training before working unsupervised, and ongoing annual training every calendar year.

The training must cover specific competency areas defined by DHS, including person-centered service delivery, vulnerable adult maltreatment prevention, positive support strategies, emergency procedures, and documentation standards. Designated Managers and Designated Coordinators have additional training requirements under §245D.09, Subd. 3.

CareCertify is a Minnesota-based online training platform built specifically for 245D license holders. Every course in our catalog is aligned to current DHS licensing standards and updated when statutes change.

245D Training FAQ

Answers to the questions Minnesota home care agencies ask most.

Under Minn. Stat. §245D.09, Subd. 4, all direct support staff working for a 245D licensed agency must complete an orientation covering specific competency areas before working unsupervised with anyone receiving services. Staff must also complete ongoing annual training every calendar year. Topics required include person-centered service delivery, maltreatment prevention and mandatory reporting, positive support strategies, emergency procedures, and documentation standards. Agencies must maintain training records in each employee's personnel file.
Designated Managers must meet specific competency and training requirements under Minn. Stat. §245D.09, Subd. 3. This includes training on policy and procedure development, staff supervision, critical incident reporting under §245D.06, individual service planning, and overall DHS licensing compliance. Our 245D Manager Training Course covers all of these requirements in 9 lessons with a completion certificate.
Minnesota DHS does not maintain a formal "approved vendor" list for 245D training providers. License holders are responsible for ensuring that training meets the competency requirements outlined in §245D.09. CareCertify's curriculum is developed by Minnesota 245D compliance consultants and is aligned to current DHS licensing standards, Minn. Stat. Chapter 245D, and Minnesota DHS provider training guides. Agencies are responsible for verifying the content meets their specific licensing requirements.
245D training applies to agencies licensed under Minn. Stat. Chapter 245D to provide Home and Community-Based Services (HCBS) such as supported living, individualized home supports, or day programs. PCA (Personal Care Assistance) training requirements are governed by §256B.0659 and apply specifically to Personal Care Assistant roles. CFSS (Community First Services and Supports) training is governed by §256B.85. CareCertify's 245D Direct Support Professional Orientation contains 11 lessons and 11 quizzes. Most staff complete it in 3–5 hours depending on reading pace. This makes it easy to prepare for DHS licensing reviews and audits where training documentation is required.
Yes. Minn. Stat. §245D.09, Subd. 4 requires license holders to provide ongoing competency-based training to all direct support staff on an annual basis. Our 245D Annual Refresher Course 2026 satisfies this requirement and is updated each year to reflect any DHS regulatory changes.
