The Positive Supports Rule (MN Rule 9544) establishes specific training requirements for staff in leadership and oversight roles. While the 8-hour PSR Core covers foundational content required for all 245D staff, the 4-Hour Function-Specific training goes deeper — focusing on the additional competencies required of Designated Coordinators, Designated Managers, and others in supervisory roles who are responsible for implementing positive support practices across their agency.

This course builds on PSR Core content to address the management and oversight dimensions of the rule: how to develop and review Positive Support Transition Plans (PSTPs), how to monitor for prohibited procedures and EUMR use, how to lead staff in applying person-centered and trauma-informed approaches, and how to respond when restrictive procedures are in use.

This course covers:

• Review of PSR Core foundations from a supervisory perspective
• The Designated Coordinator and Designated Manager role in PSR implementation
• Developing, reviewing, and updating Positive Support Transition Plans (PSTPs)
• Oversight of Emergency Use of Manual Restraint (EUMR) documentation and reporting
• Prohibited procedures — identification, response, and correction
• Monitoring staff practices for compliance with PSR requirements
• Leading person-centered and trauma-informed support culture at the agency level
• DHS expectations during licensure review and inspection

Audience: Designated Coordinators, Designated Managers, and supervisory staff in 245D agencies who are required to complete the 4-Hour Function-Specific PSR training under MN Rule 9544. This course does not substitute for the PSR Core (M15) — both are required for managers.
